There is a house I like that is listed for 114,800 what should i offer on it.It is for sale by owner so I dont have a realtor.I already went and looked at it when the seller had an open house on it.I fell in love with the place.What would be a descent offer?

I know open houses are "open to the public" but if a house is for sale and you want to go look at it, do you have to pay a fee to the realtor who is listing the property? Or is it free to look?
