Realtors selling houses have an open house to people to check out. A sign says so. Is it a message to burglars

I’m sure you’ve seen them on the weekends on a street corner, a sign readoing "OPEN HOUSE" with an arrow pointing to the house. Wouldn’t this sign be an open invitation to burglars who want to rob houses and can’t get in without a key?
